1.1 Why should all property owners/Property management companies comply to register the leasable properties and tenancy contracts details in "Tawtheeq" System?

Pursuant to the resolution of H, H Chairman of the executive council No.(4) of 2011 pertaining to the tenancy contract registration process in the emirate of Abu Dhabi, for the purpose of registering all types of leasable properties and tenancy contracts data, it became mandatory to register all leasable properties and tenancy contracts for the purpose of regulating the real state market.

1.2 How long does the process of account opening for property owners / PMC take?

The AAM priority is to offer services with outstanding efficiency and accuracy; the process timeline is determined according to the number of properties to be registered, and it will not exceed 30 working days.

1.3 How long does the process of property registration take?

The AAM priority is to offer services with outstanding efficiency and accuracy; the process timeline is determined according to the number of properties to be registered, and it will not exceed 30 working days.

1.4 How long does the process of registering existing tenancy contracts take?

Our staff is dedicated to deliver high quality services to our customers in a short period of time; this process takes a maximum of three working days.

1.5 What are the services Centers that provide contract registration services?

• AAM Customer Service ( Main branch)

• Typing centers approved by the Al Ain City Municipality.

1.6 Is it valid to register a tenancy contract for a property located in the Emirate of Abu Dhabi throughout Abu Dhabi Municipality or the Western Region Municipality or vice versa?

Yes, customers can request contracts attestation service at the above-mentioned centers.

1.7 What is the difference between a property management company and a property owner?

Property Management Company is a company handling the management and operations of all types of leasable properties on behalf of the owner. A property owner (landlord), on the other hand, is the person who supervises and manages the property himself/herself.

1.8 What are the consequences in case of non-compliance with the registration of property details or tenancy contracts?

Pursuant to the resolution No. 4/2011 issued by the chairman of the Executive Council pertaining to the regulations and procedures of registering leasable property and tenancy contracts in the Emirate of Abu Dhabi, all transactions of the concerned parties will be suspended until they complete property and existing tenancy contracts registration procedures. The Municipality shall hold the responsibility of registering the property, accordingly the property owner /PMC will be entitled to pay off all fees and expenses as prescribed.

1.9 Who should register in “Tawtheeq” system?

Any person who belongs to the following categories can register in “Tawtheeq” system:

• Property owners (individuals / companies)

• Property Management Companies

1.10 Who is authorized to log into “Tawtheeq” System?

Any person, property owner/PMC who has a valid account details in “Tawtheeq” System can log into the system.

 

2. Information On Fees And Payment Methods:

2.1 What are the fees required to register a property in “Tawtheeq” System?

Pursuant to the resolution No. 4/2011, regarding the regulations and procedures of tenancy contracts registration in the Emirate of Abu Dhabi, property registration fees in “Tawtheeq” System are as followed:

a. Leasable property registration fees: AED 1000 per each leased property

b. leasable unit registration fees: AED 5 per each leased unit

2.2 How much are the fees required for tenancy contract registration?

Tenancy contracts registration fees are as follows:

a. Tenancy Contracts registration fees : AED 100

b. Updating tenancy contract fees : AED 50

c. Renewing tenancy contract fees : AED 100

2.3 What are the payment methods for property and tenancy contracts registration?

• Cash

• Manger cheque

• Bank transfer

2.4 Can a customer choose any of the three payment methods?

The Municipality of Al Ain City is authorized to decide the applicable method of payment in accordance to the number of transactions.

2.5 What are the payment cycles for property or tenancy contracts registration?

There are two options of payment cycles:

a) Real Time Option

b) Post Paid Option: payment is done as per the Billing cycle; customer can make the payment on daily, weekly and monthly basis. The Municipality of Abu Dhabi City holds the right to determine the valid payment cycle based on the number of transactions.

2.6 What happens if Property and contracts registration fees are overdue?

If the customer did not indicate any payment, the property and contracts registration transaction shall be postponed until the due fees are paid. This action is generated automatically in integration with the General Cash System (GCS).

2.7 How much are the fees for the use of data analysis service?

Once the application is received from the property owner/property management company, the Municipality shall assign this mission to one of the prospective parties. The fees required for this service are determined according to the number of properties designated for this option.

 

3. Information On The Procedures:

3.1 What happens if the required documents/information are incomplete?

Upon submission of supporting document/information, "Tawtheeq" team validates and verifies the documents. In case of missing any of the required documents/information "Tawthheeq" account officer shall contact the designated contact person within a maximum of 48 working hours of the date of submission.

3.2 Is direct presence of the property owner in Municipality premises necessary for tenancy contracts registration?

The direct presence of the property owner in the Municipality premises is not necessary. To review the options available, please refer to "Property and Tenancy Contracts Registration Guide" provided in Tawtheeq website documents centre.

3.3 Is it necessary for the property owner to attend in person to receive the registered contract?

It is not necessary for our esteemed customer to attend in person to the Municipality. To review the options available, please refer to "Property and Tenancy contracts Registration Guide" provided in Tawtheeq website documents centre.

3.4 Is it possible to open an account for a company with an expired Trade license?

Account Opening process requires submission of supporting documents to be validated and verified by the Municipality. If the Trade license is expired, account opening process will not be approved.

3.5 Is it possible to attach special terms and conditions to the registered tenancy contract made between the property management Company/Property owner and the tenant?

Yes, the PMC or the property owner and the tenant can attach special terms and conditions to the contract during the account opening process.

3.6 Can I make a management contract before registering the property in “Tawtheeq” system?

The property must be registered at the Municipality of Al Ain City before issuing any contracts.

3.7 Can I modify details of an approved property?

You can modify the details of an approved property after filling out the required forms and fulfilling the terms and conditions thereof.

3.8 In case of registering a property managed by property management company, is it necessary to submit the property owner supporting documents?

3.9 Can I update a tenancy contract after registration?

Only the following information can be updated:

• Mobile Number

• Landline Number

• Fax

• Email

• Address, City, Emirate, P.O. Box

• Trade License No, Issue Date, Expiry Date

• Passport No, Issue Date, Expiry Date, Place of issuance

• Nationality

• Residence Visa No

• Residence Visa Expiry Date

• Family No, Family Book Emirate

• Emirates ID

3.10 What are the procedures required for the process of property and existing tenancy contract registration in “Tawtheeq” system?

3.11 Is it possible to register a tenancy contract if the property is not registered in the Tawtheeq system?

Yes, a tenancy contract can be registered even if the property is not registered in "Tawtheeq" system.

3.12 What are the procedures of registering a sub-leased tenancy contract?

Upon obtaining (No Objection Letter) from the property owner that approves the sub-leasing process, the Municipality shall open an account for the property owner in “Tawtheeq” System.

3.13 Is it possible to register a sub-leased contract?

Yes, as long as the defined business rules and procedures are observed.

To restore your password in “Tawtheeq” System, you need to contact the Municipality's Call Centre on telephone number 800555, and answer a few questions to verify the secret parameters. Then the Municipality shall send you the user name on your e-mail or to your mobile phone via SMS.

4.4 How can I follow up the status of my registered properties in "Tawtheeq" system?

Customers can be updated on the status of properties to be registered in “Tawtheeq” system by sending a notification on the properties status via e-mail or P.O box.

4.5 What should I do if I do not know the procedures of a particular process in “Tawtheeq” System?

You can try one of three options:
